Does Spotlight PRO work without a valid license?

No, Spotlight PRO requires a valid and active license key to function.

If a license is left to expire or is deactivated from a website, Spotlight will fall back to using the free version and its features. For example, if you were using Spotlight PRO's Highlight layout and your license expired, that Instagram feed will switch to the Grid layout and use only the available free features from your feed's Design options.
